Zev looked up from the machine in the center of his office when his secretary announced that THEO BECKETT was just outside, seeking an audience. The two men had not exchanged words since the online meeting over group chat with Walsh and Monroe. [break][break]

Upon entering, Theo would find a sparsely decorated but well-kept office. It had once belonged to an underboss, but ever since their departure from the region, it had fallen into disuse. Since moving in, Zev had made it his own. [break][break]

A large banner with Team Rocket's logo hung on the wall opposite the door. In the central space of the chamber stood a machine projecting a holographic map of Hoenn into the air above it. A muted television displayed a live HNN broadcast, while a whiteboard covered in colorful sticky notes occupied a space near the desk. [break][break]

Behind the desk hung relics of Kanto. A plaque displaying a modest set of Army medals and ribbons. An empty Howa Type 89 assault rifle. Framed newspaper clippings of Team Rocket's takeover. [break][break]

Zev watched Theo through the soft glow of the holographic map. "Beckett. What brings you to my office?"

Zev met Theo's gaze, equally unimpressed. Whatever display of power and authority the underboss was trying to pull off was not going to cow Zev into submission. On paper, they were finally equals. In reality, he did not need anyone's approval to look down on other men. [break][break]

Especially when those other men were acting like obstinate children. [break][break]

"You're not senile, Beckett," Zev said, not willing to rise to the bait of Theo's question. "Unless you are, and in that case, I can't help you. I'm busy planning a war." [break][break]

The machine between them hummed softly, awaiting input. [break][break]

"You're welcome to involve yourself in the preparations, if you think you still have your wits."

After his promotion, Zev had contacted each department within Team Rocket for a full review of what they could contribute to the war effort. He received reports on League movements and defenses, Genesect production, League database hacks, grunt recruitment and training, Kyogre sightings, equipment requisition and maintenance—the list went on. [break][break]

With these gathered pieces, he fleshed out the three operations: the assaults on Petalburg and Mossdeep, and the defense of Sootopolis. Personnel for each warfront received their assignments based on their abilities and competences. Each weakness was accounted for and compensated by another’s strength. [break][break]

Zev walked the underboss through this meticulous plan. Using the holographic map, he highlighted different locations and moved representations of key Rockets across them to simulate the attacks. When he finished, he looked over at Theo. [break][break]

"With Fiorelli leading our troops at Petalburg and Quinn leading the defense of Sootopolis, are you going to join the operation at Mossdeep?" [break][break]

Zev expected it, even if he didn't like it.

for as much as he mislikes the newly prompted god general, he cannot fault their contributions, not when they're shown to him as clear as the holographic map between them. by the end of it, all the underboss does is nod.[break][break]

"i can adapt where needed, though mossdeep does make the most sense at the moment given my familiarity with the city."[break][break]

he lives there, after all, and mossdeep is where he spends the majority of his time when he's not in sootopolis.[break][break]

Zev had given the placement of the underbosses much thought. Elisabeth Fiorelli's decision to take charge of the Petalburg operation made sense due to her familiarity with the area and personal grudges. The same could be said of Cillian Quinn's choice to defend Sootopolis. [break][break]

Therefore, it made the most sense for Theo to join the Mossdeep operations. Not only that, but the optics looked good for the lower ranks. They could be reassured of Team Rocket's success if each of its underbosses took to the field in a different theater. [break][break]

"I agree," the general said, keeping the reluctance out of his tone. "We want to act on our strengths, and yours lie with Mossdeep." [break][break]

The question remained, however, if Theo would try to take command of the assault from Zev's hands.

Zev raised an eyebrow at Theo's statement, allowing a measure of curiosity—or skepticism, should the other man interpret it that way—to show on his face. The more information shared between them, the more foolproof the plan for Mossdeep. [break][break]

"No, nothing specific yet. I'll factor you into the approach on the western side, with mint frost and his Patron. The smaller rocky islands off the coast will provide good cover for you." [break][break]

Pressing a few buttons on the machine highlighted that section of Mossdeep's coastline in a bright blue color. Zev entered Theo's information into the console, and a small marker appeared southwest of the island bearing Theo's name and face. [break][break]

"How exactly do you foresee things playing out?" Zev asked, looking back up at the underboss.

not the most technologically savvy, theo half-expects the map to shift when he reaches up for it, but his disappointment is well-hidden.[break][break]

"with you leading the attack, the league will be forced to react accordingly, which means the majority of the fighting will be inland. these areas would then be left vulnerable."[break][break]

Zev nodded along with Theo's spoken thoughts; he had similar ideas for the movements of their troops. "With Beast Delarosa starting his attack from the eastern side, we can eventually meet up right here, near the Space Center." [break][break]

A different portion of the map lit up with green as bryan delarosa's marker shimmered into existence above Mossdeep's southeastern coastline. [break][break]

"If he can keep the League forces from reinforcing the Space Center while we infiltrate it, then you and I can approach from their flank, trap them along the hillside, and crush them." [break][break]

A few more button presses caused Zev's own image and name to appear between the two, directly south of the island. Then the simulation began, showing the described movement of Team Rocket's assault. [break][break]

At the mention of Raziel Beckett, Zev looked over at Theo. "He was a former Head Ranger and is the current Slateport City Ranger Captain. What about him?"

though compliments need not be said from the underboss, he deems it appropriate in a way that isn't demeaning but appreciative. after all, there's no doubt that zev's ascension to god general has alleviated the pressures off his shoulders. he's certain the other underbosses have felt similarly.[break][break]

Reshiram. Zev thought of the Light Stone in Team Rocket's possession, acquired during the battle against Kyurem. The titanic dragon had fused with Reshiram, which meant Razz had lost his Avatarship around that time, if not earlier. [break][break]

"Good to know," Zev said, not caring how the Ranger became compromised. What mattered is how Theo planned to use Razz, and if those plans could be folded into the bigger scheme of their operation. [break][break]

"You're already in communication with him, then? What sabotage do you have in mind?"
